Who are SASET Clients?
SASET provides general and program specific services based on employment assessments and Labour Market Driven need within the SASET geographical catchment area.

SASET's catchment area covers the territory from Surrey to Boston Bar, inclusive of the four geographical areas in the territory of the four communities in Lower Stl'atl'mx.

The qualifying candidates are any self identifying Aboriginal persons residing within the SASET catchment area; First Nation status/non-status, on/off reserve and Inuit individuals, regardless of their place of origin from within Canada.

What You Need to Know
The term "project sponsor" includes community groups, private sector companies, worker associations, not-for-profit organizations, the voluntary sector and other levels of government.

Stó:lô Aboriginal Skills & Employment Training (SASET) works with project sponsors at the community level to strengthen the social and economic well being of our local area. Our program sponsors are the key to the success of our programs.  They make it possible for Aboriginal clients  to participate fully in the workplace and the local labour market and help contribute to the economic & social health of our communities.

An effective working relationship between SASET and project sponsors is essential to the successful delivery of our programs in responding to the needs of individuals and our communities. To make sure that these programs are being delivered as intended our project management team, and you as a project sponsor, must clearly understand our respective roles and responsibilities.   Please contact us for more information. We hope potential and current project sponsors will find the information helpful in understanding what is expected to prevent misunderstandings when operating projects.

Auditing of projects is an essential and important part of our work.  We are responsible to ensure that individual clients are participating in the program as set out in the contract.  We are also required to ensure all expenditures are relevant and reflect the contract agreement.

All projects have a definite life-cycle from the application through the active period and completion stage. Here is an overview of what you can expect from us and what we will expect from you at the key stages of the project life-cycle.
What We Achieve Together

SASET WORKS WITH PROJECT SPONSORS TO:

  • help members of our aboriginal clients in our catchment area increase their knowledge of the labour market and skills needed to find and maintain employment
  • help Aboriginal youth gain valuable work experience through internship programs and summer job placements
  • support Aboriginal individuals in overcoming social and economic barriers
  • assist First Nation communities to strengthen economic diversity and labour market capacity

By drawing on our collective strengths and expertise, and enacting our roles and responsibilities, together we can continue to make a positive contribution to the lives of individual Aboriginal members who reside within SASET's geographical catchment area and the Frist Nation communities in our service delivery area.

What Happens During Application or Proposal Stage?

SASET

Once SASET has received your application or proposal for funding under one of the programs,  SASET will review your submission in accordance with the terms, conditions and criteria established for the specific program (see the program that you are interested in delivering for expected time frames). Our review process is based on principles of transparency, effectiveness and fairness.


PROJECT SPONSOR

When submitting your proposal or application, it is your responsibility to include:

  1. a description of the project’s objectives & activities
  2. measurable results
  3. background information about your organization
  4. budget projections
  5. other partners involved
  6. any other sources of funding
  7. other information as requested.

Assessment & Approval

What is Involved at the Assessment & Approval Stages?

Following SASET's assessment of your application or proposal, we will notify you of the funding decision in writing. It is SASET's responsibility to advise you whether or not your proposal meets the eligibility criteria of the specific contribution program and priorities. If your proposal is incomplete or requires clarification, we will contact you for more details.

PROJECT SPONSOR

If you have any questions about the terms and conditions of the contribution agreement, either during the initial approval stage, or any time thereafter, never hesitate to contact our office or your project consultant for clarification and support.

Responsibilities

What are the Responsibilities Associated with Project Sponsor Contracts?

SASET

If your application or proposal is approved, SASET will explain the terms and conditions of the contract to you. This includes procedures for maintaining:

  • progress reports
  • financial records to support your payment claims
  • an accurate measure of the objectives accomplished to date

It is also our responsibility to ensure that you receive a copy of the contract signed by both parties. We will work with you throughout your project to support your efforts, assist with reporting procedures if required to achieve results and meet the objectives stated in the contract.

PROJECT SPONSOR

Once the terms and conditions of the contract have been explained and clarified, if there is anything in the contract that is still not clear to you, don’t hesitate to ask your program officer for further clarification. Under the contract, you are expected to:

  • keep accurate financial records
  • keep a record of progress and accomplishments to date
  • ensure the objectives in the agreement are being met
  • provide SASET with regular updates regarding the progress of the project and whether its objectives are being met.
Contracts have specific time frames. Funding will not continue beyond the end date of the contract.
The Active Period

What Happens During the Active Period of a Project?

SASET

Because SASET is accountable for the expenditure of program dollars, our administrative and management practices are open and transparent. In the interest of monitoring progress, reviewing financial and personnel records and making sure project objectives are met, SASET is responsible for conducting regular project site visits and speaking with project sponsors, staff and participants.

PROJECT SPONSOR

Just as SASET is accountable for how project dollars are spent, the project sponsor is responsible for applying good management practices in the maintenance and submission of accurate progress reports and financial records. This means that you are responsible for ensuring that:

  • Funding is being used for its intended purpose
  • The objectives stated in the contribution agreement are on time
  • Your payment claims are submitted with appropriate supporting documentation

 

Payment

SASET

SASET will make every effort to process your payment claim(s) efficiently and effectively, and ensure that you receive timely payments provided that the expenditures you submit are justified and as specified in the terms and conditions of the contribution agreement.

PROJECT SPONSOR

To avoid delays in processing your payment claim(s), the Sponsor must ensure that:

  • expense claims are submitted in a timely manner
  • all expense claims are supported by invoices, payroll records and other necessary documentation
  • all expenses claimed are allowable under the contribution agreement
Project Completion

What is Expected as the Project Nears Completion?

As part of the project’s completion stage, project sponsors can expect:

  • on site monitoring visit from SASET to reconcile expenses against the contribution paid and to verify the results achieved.

We are interested in sharing the success of Aboriginal client and sponsor supported achievements in the Fraser Valley and Head of the Lakes catchment area.  So, reflecting the results of the project is a critical outcome, for both SASET and the project sponsors. Results of a project may be shared with other ASET holders in the spirit of promoting achievement and initiating similar successes in other areas.  We may post project profiles on our website from time to time . Project sponsors are encouraged to highlight project launches and reflect milestone achievements during a project’s life cycle.
